Kementerian Keuangan adalah salah satu kementerian yang mempunyai fungsi strategis, memiliki tugas dan fungsi beragam dalam mengemban dan mengelola keuangan negara. Sebagai institusi pengemban tugas bendahara negara Kementerian Keuangan mempunyai lingkup tugas yang amat luas, dari tugas analisis fiskal, penganggaran, pengumpulan pendapatan negara baik melalui pajak mapun bea masuk serta Penerimaan Negara Bukan Pajak, pengelolaan hutang, perbendaharaan, perimbangan keuangan pusat dan daerah, pengelolaan kekayaan negara, pendidikan dan pelatihan pegawai, termasuk fungsi pengawasan dan monitoring serta pengkoordinasiannya.

Dalam melaksanakan peran sebagai pengelola keuangan dan kekayaan negara, Kementerian Keuangan dihadapkan pada beberapa perubahan lingkungan strategis yang secara konstan terus berubah. Pertumbuhan ekonomi dalam 5 tahun terakhir cukup tinggi (rata-rata 5.8%) sehingga perlu diimbangi dengan peningkatan kinerja aparatur Kementerian Keuangan terkait kemampuan Pemerintah dalam meningkatkan dan menjaga stabilitas dan kesinambungan fiskal. Pada satu sisi, pertumbuhan ekonomi menunjukkan adanya kesempatan bagi Kementerian Keuangan untuk meningkatkan tax ratio yang pada gilirannya meningkatkan penerimaan pajak. Konsekuensi dari peningkatan pendapatan negara adalah ukuran APBN yang semakin besar yang meningkat dua kali lipat sejak tahun 2007. Namun pada sisi yang lain, peningkatan besaran APBN akan diikuti dengan bertambahnya beban kerja di dalam proses penganggaran keuangan negara, dan pada akhirnya meningkatkan juga beban kerja pada kegiatan perbendaharaan. Dampak berikutnya dari meningkatnya besaran anggaran adalah peningkatan aset yang dikelola Pemerintah.

Dalam melaksanakan tugas dan fungsinya tersebut, Kementerian Keuangan mempunyai 12 unit eselon I, yaitu Sekretariat Jenderal, Inspektorat Jenderal, Direktorat Jenderal Pajak, Direktorat Jenderal Anggaran, Direktorat Jenderal Perbendaharaan, Direktorat Jenderal Bea dan Cukai, Direktorat Jenderal Kekayaan Negara, Direktorat Jenderal Perimbangan Keuangan, Direktorat Jenderal Pengelolaan Utang, Badan Kebijakan Fiskal, Badan Pengawas Pasar Modal dan Lembaga Keuangan, serta Badan Pendidikan dan Pelatihan Keuangan. Kementerian Keuangan memiliki kantor yang tersebar di seluruh wilayah Indonesia, yang memberikan layanan langsung kepada kementerian/lembaga, dunia usaha dan masyarakat luas, dengan jumlah pegawai mencapai lebih dari 63 ribu orang.

Amanat konstitusi memposisikan pemerintah sebagai pengelola negara yang menjadi motor penggerak pembangunan yang berkeadilan untuk mewujudkan masyarakat adil makmur sejahtera. Dewasa ini Pemerintah tengah disorot untuk lebih meningkatkan kinerja dan pelayanan publik. Sebagai bagian dari Pemerintah, Kementerian Keuangan perlu untuk mawas diri dan berbenah agar dapat menjadi penggerak utama pencapaian cita-cita nasional sebagaimana diamanatkan dalam konstitusi tersebut.

Dalam rangka memenuhi cita-cita tersebut, Kementerian Keuangan menggulirkan Reformasi Birokrasi dan Tranformasi Kelembagaan yang bertujuan untuk (i) menciptakan aparatur negara yang bersih, profesional, dan bertanggung jawab, serta (ii) menciptakan birokrasi yang efisien dan efektif sehingga dapat memberikan pelayanan publik yang prima.

Reformasi Birokrasi dan Transformasi Kelembagaan yang saat ini tengah berjalan membutuhkan sumber daya manusia yang berintegritas tinggi, profesional, mampu bersinergi, memberikan pelayanan yang optimal, dan selalu berinovasi untuk mencapai kesempurnaan sebagaimana dituangkan dalam Nilai-Nilai Kementerian Keuangan, yaitu Integritas, Profesionalisme, Sinergi, Pelayanan, dan Kesempurnaan. Sumber daya manusia tersebut akan menggerakkan roda organisasi Kementerian Keuangan dalam melaksanakan fungsi perencanaan, pengkoordinasian, pelaksanaan dan pengawasan kegiatan pada lingkup tugas masing-masing.
